The Prison Bed Capacity Program (PBCP) seeks to address the shortfall in inmate bed capacity in prisons through the development and implementation of immediate, short and medium term additional prison bed capacity.

Project Overview

The Project Director Rapid Build Prisons (RBP) role is a senior position within Justice Infrastructure & Assets. Justice Infrastructure & Assets is the delivery agency established to deliver the Prison Bed Capacity Program on behalf of Correctional Services NSW. Within this program, Corrective Services NSW identified the provision of two RBPs as meeting their short-term bed capacity requirements. Each RBP was designed to house 400 inmates in a new dormitory design.

Our Role

RP Infrastructure (RPI) performed the role of Project Director RBP on this important program and was responsible for ensuring a successful outcome was achieved for the State. RPI led an internal team ensuring all Governance issues were managed, the facilities were designed and the additional bed capacity became available as quickly as possible. The role required strong leadership skills, exceptional stakeholder management skills and the ability to create and deliver highly innovative delivery and execution strategies.

Key Challenge

The challenge for the Project Director RBP was to create and deliver a new and unprecedented prison design in a quarter of the time that it would normally take to design and deliver a conventional prison. Following the successful completion of the facilities in the Hunter and Macquarie regions, the further challenge was to replicate this procurement strategy to a program of five medium-term facility expansions. In meeting the challenge, conventional delivery methodology and process needed to be questioned at every step, whilst ensuring value for money and good governance principles were maintained.
