The Toowoomba Pipeline project comprised a 38-kilometre underground pipeline from Wivenhoe Dam to Toowoomba’s Cressbrook Dam and was instrumental in delivering water security to the inland city of Toowoomba in the middle of South East Queensland’s worst drought in history.

Project Overview

The project was delivered within budget and ahead of schedule under an alliance framework due to the urgency of very low reservoir reserves (<10%).

Our Role

RP Infrastructure personnel were responsible for developing the design solution and business case for funding approval from Qld Treasury. Subsequently we led the procurement of the Toowoomba Pipeline Alliance proponent and completed the transaction on behalf of LinkWater (the SEQ Bulk Water Authority). The procurement process comprised the preparation of EOI and RFP documentation, RFP evaluation and short listing. The evaluation required interactive working sessions and finalisation of the competitive commercial negotiations with the short-listed proponent.
