The Logan Hospital Expansion Stage 2 (LHEX 2) is a key infrastructure project aimed at enhancing healthcare services in the rapidly growing Logan region of Queensland. Expanding the hospital ensures that the healthcare system can meet future demand whilst maintaining high standards of care.

LHEX 2 is part of the broader Capacity Expansion Program (CEP), which aims to deliver 2200 new beds across Queensland by 2028, underscoring the importance of this expansion within the state’s healthcare infrastructure strategy.

Project Overview

The LHEX 2 project addresses capacity limitations and aging infrastructure across the site, continuing to build on the infrastructure provided in LHEX Stage 1 by delivering the construction of a new seven-storey Surgical and Inpatient Care building positioned between existing hospital facilities and the multi-storey car park.

The enhanced services include improved facilities for theatres, inpatients, front of house and back of house services. There will be state-of-the-art medical equipment and technology upgrades and improved accessibility for patients, visitors and staff. This will result in reduced waiting times for patients and improved healthcare outcomes, in addition to providing stable, long-term employment opportunities at the hospital.

The detailed project scope includes new front of house services, inpatient beds, operating theatres with clinical shell space, endoscopy rooms, a Centralised Sterilisation Services Department, catheterisation laboratories, an expanded pharmacy and administration spaces, a new loading dock and space for future kitchen and associated plant.

Key decisions have been made regarding the allocation of shell space and future under-croft areas to future-proof essential services such as kitchen facilities, loading docks, and central plant, all of which were influenced by value management considerations.

Our Role

Our team were appointed Project Manager, Programmer and Principal’s Representative, for the first phase of the Stage 2 Expansion and we have subsequently been engaged for construction phase services.

We have successfully led the value management process by guiding clients into making effective decisions based on thorough impact analysis including design advice and knowledge from stakeholders. These decisions have been undertaken with a strong emphasis on the health master plan for the precinct followed by option analysis and implementation of design and construction solutions to support future proofing.

Our team are in the process of delivering a complex brownfield solution which we have led through significant decanting and staging plans. Risks have been mitigated by conducting thorough site investigations and engaging with authorities, providing valuable insights to inform construction planning while minimising both cost and risk.

Key Challenge

The LHEX2 expansion is being delivered in an industry environment marked by high demand, necessitating alternative approaches to risk allocation and contract terms to secure agreement on contract conditions with major contractors. Our team has played a key role in negotiating and administering the contract terms needed to address these challenges while ensuring the project continues to progress.
