Logan is one of the fastest growing regions in Queensland with more than 100,000 people expected to move to the area within the next 15 years.
The Logan Hospital Expansion Program represents a significant investment for the Queensland Government as one of the State’s largest hospital expansions. It is a critical project for the region to address the significant population growth in the Logan area.
Project Overview
The Logan Hospital Expansion Stage 1 delivers a 48 per cent increase on the existing bed capacity, significantly increasing the size of the hospital to meet the needs of the growing community. The program of work consists of 206 additional beds and treatment spaces, upgraded maternity and birthing services, four new floors as part of a vertical expansion, refurbishment of existing buildings as well as a new eight-level undercover carpark.
Our Role
Our team was initially engaged to undertake an analysis of site wide works against the business case program and develop a site wide master program followed by project management (procurement) of design consultants for the planned expansion.
We are currently engaged as Principal’s Representative for Health Infrastructure Queensland reducing risk by providing a service completely independent of the Project Manager/ Project Director and the Principal, providing efficient and effective claims management and administration processes across three contract types, ensuring works do not commence on site until all site access conditions are met.
Our role is supporting Health Infrastructure Queensland and the Metro South Health team to manage multiple project interfaces and high-risk construction activities including:
- Vertical expansion above the operating Emergency Department
- Extensive refurbishment within Building 1, with staged works refurbishment within the live environments of the Kitchen and Mental Health inpatient units
- The Maternity Project involving extensive staged refurbishment within Building 1 plus sitewide services infrastructure.
Key Challenge
Our team identified key challenges during planning for the program of works including car parking, access, construction of a vertical expansion over an existing structure, and maintenance of key service infrastructure and security. We implemented a risk-based methodology to manage these risks.
Other project interfaces had to be considered in the overall delivery of the program of works including Priority Capital Projects and services upgrades.
We developed a Master Program of works and procurement strategies which promoted efficiencies in delivery for the client. Workshops were held between Metro South, the Department of Health and the Department of Housing and Public Works to consider delivery strategies for the program of works. As part of the procurement process our team structured the consultant engagement conditions to meet the requirements of the program of works.
