Located two km west of the Sydney CBD, The Bays Precinct (East and West) comprises 5.5 km of harbour front, 95 hectares of largely government-owned land and 94 hectares of waterways in Sydney Harbour. Bays Precinct includes Glebe Island, White Bay and Rozelle Bay.

The redevelopment of the Bays East Precinct includes the construction of the new Sydney Fish Markets and redevelopment of the existing Fish Market site, currently being delivered by Projects NSW. The Bays West project envisions a 30+ year plan over three stages with an integrated inter-government-agency team to plan and deliver long-term urban renewal of the precinct which is consistent with a long-term transport infrastructure solution. The project seeks to retain the historical character of industrial and port use through the of adaptive reuse of White Bay Power Station and consolidation of port uses retained on Glebe Island.

Project Overview

Key outcomes of this project included;
• Provision of a detailed constructability report for the TfNSW Executive Committee;
• Finalisation of the Bays West Integrated Strategic Program Business Case;
• Assessment of cumulative construction traffic impacts and provision of strategic advice to NSW Government on a suite of initiatives to ensure acceptable levels of network performance without compromising key project objectives;
• Management of key transport interfaces with RMS, Ports Authority NSW, TfNSW and Sydney Metro;
• Provision of transport and logistics expertise, resource planning and cost forecasting to complete the precinct masterplan, rezoning application(s) and the final business case;
• Financial appraisal for the strategic business case to deliver the three stage (~1M sqm GFA) urban regeneration and integrated transport infrastructure project;
• Contribution to high level inter-agency governance forums; and
• Contribution as an integral member of the Bays West PMO.

Our Role

RP Infrastructure provided a range of services to the Bays Precinct project such as Program and Project Management, Port and Transport Inputs to the Master Plan, Project Development, Commercial, Technical Services, Cost & Risk Management, Constructability Advice and Stakeholder Management. We were engaged to carry out the roles of Transport Integration Director, Port Liaison Manager, Development Finance Manager and constructability Manager.
