Paving the way to a safer, more efficient commute through Thornlands

At a glance

The Wellington Street / Panorama Drive upgrade program in Queensland is a 3-stage road duplication project, servicing a key Council controlled north-south arterial link in the north of Redland City. The project has delivered greater road capacity and safety benefits to all road users with improved journey-to-work times, decreased peak hour congestion, and increased vehicle, cyclist and pedestrian safety.

Stage 1 completed between Boundary Road and South Street in Thornlands was funded by the Australian Government, Queensland Government and Redland City Council (the Council). It involved road duplication along Panorama Drive from Boundary Road to the Wellington Street intersection and on to Wellington Street to South Street, Thornlands.

Key project features included:

  • On and off-road cycling lanes
  • Dedicated fauna underpass allowing local wildlife to safely cross the newly constructed 4-lane roadway
  • Construction of 3 signalised traffic intersections upgrades at Ziegenfusz Road/ Panorama Drive, Panorama Drive/Wellington Street and Paradise Gardens Shopping Centre.

The project was completed using a Construct Only AS2124 Schedule of Rates contract.

The Challenge

RP Infrastructure oversaw the geotechnical tests for the pavements due to highly variable ground conditions, leading optimisation of pavement types and reducing overall pavement quantities. As a result, our team delivered savings to the Principal in costs, and time for the Contractor.

Challenges posed by the relocation of public utility plant were undertaken concurrently alongside construction works. Despite unseasonal wet weather our team ensured safe execution of the works was achieved.

Our solution

RP Infrastructure provided full-service Contract Administration Services, with a team of 6 administration staff to accommodate the nature and staging of the works. Our team assisted the Council and Contractor to meet ‘Best for Project Outcomes’ – enabling our team to look for opportunities to reduce costs and safely expedite the contracted works in collaboration with the Contractor and Principal.

Our team coordinated the successful interface works of the neighbouring Paradise Gardens Shopping Centre development. Our clear, consistent interaction with stakeholders and value engineering inputs reduced both time and cost implications to Council.
