The Townsville Hospital and Health Service (THHS) completed a master planning process in 2019, including a master plan for the Kirwan Community Health Campus (KCHC). This planning identified the need for the progressive expansion and replacement of the existing KCHC, to provide improved outpatient facilities, meet contemporary healthcare standards and facilitate improved operational efficiencies and work practices.

Project Overview

In 2020, the KCHC Project was agreed as a pilot project between Health Infrastructure Queensland (HIQ) and the Green Building Council of Australia, intended as a reference tool for future health projects. It responds to the Queensland Government (2020) commitment to deliver the following outcomes:

  • Expand existing midwifery community clinics
  • Upgrade/expand existing oral health clinical space
  • Improve existing building acoustics
  • Replace/refurbish mechanical and electrical plant
  • Upgrade staff and public amenities
  • Upgrade the existing car parking
  • Installation of technology to support telehealth services.

When complete, a new 2-storey outpatient building will accommodate maternity and oral health services. The current KCHC building will remain, with some areas undergoing minor refurbishment. The project is due for completion in 2026.

Our Role

Our team was initially engaged as Project Director, responsible for developing the procurement strategy, resultant procurement of the consultant team, and ownership and accountability for the delivery of the combined Preliminary/Detailed Business Case — including concept and schematic design on behalf of HIQ.

Following successful delivery of the Business Case, we have been engaged to support the procurement process for a Design and Construct Contractor in advance of engagement as Project Manager, Programmer, Superintendent and Superintendent’s Representative for the continued delivery of the project under a Design and Construct Contract.
