Reconnecting River Country Program
Murrumbidgee Final Business Case

Shaping a clear pathway to healthier rivers in the Murrumbidgee
The Reconnecting River Country Program is a New South Wales Government initiative under the Murray–Darling Basin Plan, focused on improving the health of river systems in the Murrumbidgee and Murray valleys by easing constraints on environmental water delivery.
RP Infrastructure supported the New South Wales Department of Climate Change, Energy, the Environment and Water (the Department) to develop the Final Business Case (FBC) for the Murrumbidgee program, building on the previously completed Strategic Business Case and its assurance review.
Working as an integrated part of the Department’s team, we led the business case process bringing together technical, strategic and implementation inputs into a clear, well-structured and investment-ready submission. Our role focused on aligning the Final Business Case with government requirements, strengthening the investment narrative and supporting confident progression into delivery.
The challenge
The Department required a business case that clearly explained the non-infrastructure solution, outlined the robust technical work that resulted in the recommendation to proceed, described the strong stakeholder engagement process, and ensured that the strategic business case assurance outcomes were clearly addressed.
The investment logic and case for investment required refinement to ensure the business case remained aligned with federal and state government priorities and clearly articulated the program’s environmental and operational benefits.
This needed to be achieved within tight timeframes linked to funding agreements, while meeting multiple assurance and gateway review requirements and coordinating inputs from a broad range of stakeholders.
Our solution
We worked in close partnership with the Department as part of an integrated team to deliver a compelling Final Business Case.
We led the integration of technical, strategic and implementation inputs into a single, clear and evidence-based Final Business Case, ensuring alignment with New South Wales Treasury and Infrastructure New South Wales assurance requirements.
Together with the Department, we strengthened the problem definition and refined the investment logic mapping, clearly articulating the ecological and operational benefits of the program and sharpening the overall investment narrative.
This structured, collaborative approach helped deliver a high-quality business case that met assurance requirements and supported confident progression into the implementation phase.
“We embed strategic alignment early in the process. Aligning with our client’s expectations, we coordinate the multiple stakeholder inputs. Working side-by-side with the Department, we deliver high-quality documentation which ensures assurance readiness, governance integration and strong investment-ready justification,” said Benjamin Carey.
