Borumba Pumped Hydro Energy Scheme
Queensland

Supporting one of Queensland’s most significant pumped hydro projects
Queensland Hydro is leading the development of long-duration pumped hydro energy storage to support Queensland’s transition to a more reliable and sustainable energy system.
The Borumba Pumped Hydro Energy Scheme is a proposed 1,400 megawatt storage project located at Lake Borumba, west of the Sunshine Coast. The project will expand the existing lower reservoir, construct a new upper reservoir supported by six saddle dams, and connect the two through an underground powerhouse.
RP Infrastructure has partnered with Queensland Hydro since its establishment with the development and planning of the project through business case management, commercial advisory, procurement and program support services.
Our role included:
- Business Case Management – we managed and developed the Detailed Analytical Report within an accelerated timeline in alignment with the Queensland Government’s Business Case Development Framework. RP Infrastructure continues to support business case development and planning as the project progresses, seeking smaller more manageable hydro-power solutions.
- Commercial Advisory – we provided commercial advice across market engagement, delivery strategy, procurement planning, transaction management and contract administration.
- Program Support – our team supported the development of first principles risk-adjusted cost estimates, scheduling, risk analysis, early works construction planning, establishment of a Project Management Office (PMO), development of an implementation plan, health, safety and environment support, and community consultation.
RP Infrastructure’s work is helping Queensland Hydro navigate the commercial, procurement, cost and program considerations in developing one of Queensland’s major renewable energy projects.
The challenge
Queensland Hydro is progressing a complex, high-profile infrastructure project.
The project milestones were compressed, requiring multiple workstreams progressing concurrently, including business case development, approvals, procurement, commercial planning, cost estimating, scheduling and early works planning.
Our solution
We worked closely within an integrated owners’ team to provide integrated support across the project’s development and planning phases and we led the delivery of the Detailed Analytical Report within a compressed timeline, aligning with the Queensland Government’s Business Case Development Framework and providing a clear, evidence-based foundation to support decision-making.
“The Borumba Pumped Hydro Energy Scheme project demonstrates how we partner with clients from the earliest stages to deliver complex projects. By integrating business case development, commercial expertise and program delivery support, we are helping Queensland Hydro achieve long-term success,” said Paul Tracey.
