Melbourne Airport (MA) sought to upgrade existing amenities for passengers with the extension and construction of new amenities blocks for Terminals 1, 2 and 4. The upgrades were intended to elevate the facilities and passenger experience across all terminals in alignment with MA’s strategic goal to offer a high standard of amenity consistently across all international and domestic facilities.

Project overview

The enhanced passenger amenities across Terminals 1, 2, and 4, increased capacity by 20% and improved traveller comfort and inclusivity throughout the airport.

The Terminal 1 facilities upgrade, prompted by Qantas’ Baggage Service expansion, included a new Parents’ Room and accessible toilet.

The Terminal 2 refresh included new female, male and all-gender facilities, as well as animal relief and sensory rooms alongside refurbishments and redevelopments in other terminal areas.

Existing amenities were expanded in Terminal 4’s South section, while the North area received new facilities including Parents’ Rooms and accessible toilets.

Our role

RP Infrastructure (RPI) provided project management services throughout the design, procurement and delivery stages of the project. The team oversaw design management, program scheduling, tender management, contract administration, financial planning and stakeholder management throughout the 7-year project.

As part of the upgrade, our team provided the necessary information for the client to maintain and update the Project Execution Plan and Monthly Project Status Updates. The project budget was managed by monthly Project Cost Plan updates with the APAM Program Manager and APAM-appointed Cost Consultants.

Key challenge

RPI worked closely with the Contractor through an ECI phase in design, planning, stakeholder consultation, programming and tender to achieve a solution and program that allowed for continuous airport and airline operations throughout the staged Construction Phase. Successful delivery of the project relied on strong communication and collaboration between all parties (client, airport stakeholders, consultants, contractor), with RPI playing a central role in managing key project outcomes.
